Latest Letter To The Editor I Just Sent Tonight About The Saddle Road Improvement Project

Road & Highway Builders LLC ,a mainland contractor from Reno Nevada,has submitted the lowest bid for the next phase of the Saddle Road improvement project (between m.m 11-19). I’m deeply concerned that they significantly underbid (27 million dollars, engineers estimate: 39 million dollars) and have no clue on what they’ll be facing when they start work here.

For starters, doing any construction work here costs way more than in Nevada or Texas. On top of that this is their first project here in Hawaii as far as I’m aware.Thus they don’t have workers,equipment staged here, or knowledge of the locale, unlike Goodfellow Brothers, for example.

I hope I’m wrong about this contractor and they do an excellent job on this latest reconstruction phase on Saddle Road. However as it stands now I really believe that they vastly underbid for this project and taxpayers will be left holding the bag.

My Council Testimony In Opposition To The Do Over Of The Hawaii County Council Committee Reorganization

Aloha,

I’m utterly disgusted that the council will be doing a do over of the June 16, 2009 committee reorganization. The public testimony was 100% against the council taking this action at that time. However the council ignored the wishes of the public and went ahead with it.

The latter has created a firestorm of angry residents island wide who are disgusted with the council’s recent actions. It has also raised from the dead calls to split Hawaii County into two counties. This is absolutely bad news for the future of this island

The Big Island is smack dab in the middle of the Pacific thousands of miles from the mainland. Thus we need to work together instead of working against each other. If this reorganization goes forward it will take this island one step closer to splitting apart.

P.S- It is my understanding the Hawaii County Council Rules section 15.6 prevents council members from reintroducing any similar failed resolutions or legislation until the next legislative term. I believe Resolution 218-09 steps on this slippery slope.


Hawaii County Council Members Can’t Reintroduce Similar Failed Resolutions Or Legislation Until The Next Legislative Term

Margaret Wille brings up a excellent point here regarding the fact that council members can’t reintroduce any similar failed resolutions or legislation until the next legislative term (Hawaii County Council Rule 15.6). In my layman’s opinion, there can’t be a do-over of the June 16 council reorganization because the council will be voiding this action on August 4th.I’d like to hear any any comments about this possible legal snag to the council’s latest political maneuvering.


Hawaii County Council Going To Attempt To Restore Council Committee Chair Changes

Margaret Wille alerted me today that the Hawaii County Council is going to try to restore the June 16 council chair changes (that were allegedly tainted by a Sunshine law violation) at their August 5th county council hearing in Hilo. (Resolution 218-09)

It appears this is political maneuvering is perfectly legal. The TRO granted by Judge Ibarra allows the council to reorganize but blocks any further legislative action between August 5-15,2009.However I hope the council rejects this do over. The public testimony was largely against the council reorganizing during the first go around. I would bet that hasn’t changed one bit since June 16.

Update: I received this e-mail from Chuck Flaherty regarding this upcoming council action :

“On Aug. 4th in a Special Council meeting at 8AM, there will be a vote to reverse the council reorganization that occurred on June 16th.

Then, in the regular council meeting on Aug. 5, Enriques has introduced Resolution 218-09 which proposes to reinstate the same change that occurred on June 16th. “


Saddle Road Improvement Update Correction

I found out today that Road & Highway Builders LLC of Reno, Nevada was not officially awarded the latest Saddle Road reconstruction phase yet. The CFLHD only determined that Road & Highway Builders was the apparent lowest bidder. However their press release here made it sound like that they were indeed awarded the contract.

Road & Highway Builders LLC was officially awarded the latest Saddle Road improvement phase between m.m 11-19. I previously blogged about this here and here. The engineers estimate to reconstruct between m.m 11-19 was approximately 39 million.However Road & Highway Builders LLC bid only 27 million. Thus it is my firm belief that this mainland contractor vastly underbid to be awarded the contract to do this project.Especially since it is much more expensive to do any construction work here versus the mainland.

The latest roadway segment of the multiphase Saddle Road improvement project between m.m 35-42 will be dedicated on August 18, 2009.

Sandwich Isles Communications proposal to buy Hawaiian Telcom has hit another speed bump.The bankruptcy judge made the absolutely right call to restrict SIC’s access to HawTel’s private business information unless they release some of their private (under a protected order) financial data.

I heard rumors that Ross Dress For Less is the unnamed new tenant that will move into bankrupt Circuit City’s partially completed building at Kona Commons.

It was announced today that the Bridge Aina Le’a project received a significant financial investment from a Singapore based investment company

Lastly, this letter to the editor hits the nail on the head why Hawaii County should ease the zoning conditions imposed on Palamanui.
