The Queen Kaahumanu Higway Widening Bid Appeal Has Been Delayed Yet Again

The start of oral arguments for the Queen Kaahumanu Highway Phase II widening bid appeal has been delayed yet again. It has been rescheduled from January 15, 2010 until February 24th, 2010. The re-assignment of the appeal to a new judge is probably biggest reason for this latest delay. Judge Hifo’s sudden retirement was the reason for the previous delay from December 11, 2009 to January 15th, 2010.

It is likely the new RFP solicitation will be completed before this appeal is adjudicated. The HDOT will award the latter RFP  by March 9th, 2010.

The Keokeo/Holu Street roadway connection should be opened by the first business day after January 9th, 2010. I’ve checked Ho’ohiki regarding this case. Judge Ibarra issued the final order of condemnation on December 29th, 2009. In addition, Ho’ohiki shows that the case has been terminated as of the latter date.

The HDOT’s contractor is still waiting for the signal loops to arrive for the Malulani Gardens traffic signal. This is why this traffic signal has not been activated yet.

Lastly, Makalei Estates is turning into a gated subdivision. I wonder if it is legal to do this. Makalei Estates has been existence since 2002. Why is the HOA doing this now? I suspect this is the homeowners association attempt to prevent Palamanui from using Makalei Drive as a way to connect to Mamalahoa Highway.


Nan Inc. Was The Lowest Bidder For The First Phase Of The Ane Keohokalole Highway Project Today

Nan Inc. was the lowest bidder for the first phase of the Ane Keohokalole Highway project today. They bid 29.9 million dollars to construct this roadway. Their bid includes the mass grading for the second phase of this project between Hina-Lani Street and Kealakehe Parkway.

Nan Inc. currently is building the new Hawaii National Guard armory and renovated the county building in Hilo.

Goodfellow Brothers was the second lowest bidder at 32.5 million dollars. Hawaiian Dredging Construction Company rounded out the top three. They bid 36.5 million dollars.

The UK STFC Seems Hell-Bent To Gut Britain’s Significant Astronomy Investment

The HTH had an article today about the United Kingdom’s decision to cut funding for UKIRT and James Clerk Maxwell Telescope.

The bean counters at the UK Science and Technology Facilities Council seem hell-bent on gutting Britain’s significant astronomy investment. This is an absolutely shortsighted decision. I know current economic problems are causing significant budgetary issues. However, this isn’t the time to make deep cuts in the astronomy budget. Astronomical research will spur future economic growth and deeper understanding of our universe. Nonetheless, the latter is completely lost on the individuals who run the UK STFC.

I hope the Japanese don’t make the same mistake and cut funding for the Subaru Telescope on Mauna Kea.

Darryl Oliviera, the Hawaii County Fire Chief, e-mailed me this update regarding the future Makalei Fire Station.

“I met with the P/W Project Engineer last week Tuesday and he is finalizing things for the anticipated bid for construction. So I am very optimistic it will go out very soon. As soon as I can get an official and more or less committed dated I will be sure to contact you. The fact that we have the grant helps to push things along as well as there are timelines and reporting that we must comply with.”

Lastly, it is likely the Hawaii Supreme Court will hear the Coupes Mamalahoa (Hokulia) bypass appeal sometime after February 5th, 2010. However, Hawaii County will be filing a motion to expedite after they submit their opening reply brief due by January 22, 2010.


Hawaiian Telcom’s AT&T Circuit Is Having A Severe Latency Issue

It appears Hawaiian Telcom’s AT&T circuit to the mainland is having a severe latency issue. This cropped up around 8:30pm and went away about 8:38pm. However, the high latency returned about 9:15pm.

Update: The severe latency issue has gone away again as of 10:05pm


We Need To Find A Balance Between Protecting The Environment And Maintaining A Healthy Economy

This letter to the editor really irritated me today. Mr. Lewis’s “let’s turn Kona into Waikiki” mentality is precisely why there are NIMBYs like Ms. Palma-Glennie. I strongly think that neither view is the right direction for this island. Paving over every stretch of  land is not appropriate.  However, we also need a healthy economy. Thus, it is imperative we find  a balance between protecting the environment and maintaining a vibrant economy.

There are a couple of ways we can achieve this goal. For starters, we need to light a fire under the county to force these developers to help mitigate the impact from their projects. Also, these developers and the county need to do a better job in embracing community input.

I firmly believe there would be a lot fewer individuals who believe developers are evil if the county did a better job in holding them accountable to their promises.


Sandwich Isles Communications And Paniolo Cable Company Facing Possible Bankruptcy

I found the Moody’s Investor Service press release that  predicted a bankruptcy filing by Sandwich Isles Communications and Paniolo Cable Company LLC.

The next loan payment is due February 20, 2010. It is very unlikely that Sandwich Isle’s NECA petition will be adjudicated by the FCC by that time. Thus, I’m willing to bet that both Paniolo and SIC will have to file for bankruptcy soon.

“The next debt service payment is due February 20. NECA reportedly makes payments to SIC on a quarterly basis.”

Paniolo Cable Company LLC obtained 185 million dollars in financing to build this statewide submarine fiber-optic network. Deutsche Bank was the lender who backed these loans.

“Paniolo Cable Company Hawaii Financing (Hawaii) – Represented the lenders in the $185 million financing for the construction of a undersea fiber optic network linking the Hawaiian islands of Kauai, Oahu, Molokai, Maui and Hawaii by Paniolo Cable Company, LLC.”

Lastly, Microsoft co-founder Paul Allen’s thirst for propane has been quenched. The dedicated propane pipeline from the Gas Company’s old industrial location to his residence at the old Thurston Estate has been completed.
