**Commentary** Councilman Hoffmann Won’t Run For Mayor

Recently there has been some speculation regarding my political aspirations since I am prohibited from running for a fifth consecutive term as Councilman next year. I’ll admit that I have fueled some of that speculation and indicated that I am considering whether I should campaign for Mayor. It is no secret that I am disappointed with the leadership demonstrated by Mayor Kenoi and have felt that I could do much better for the residents of this County.

However, translating that political desire/commitment into election votes is not easy. I have analyzed the situation taking into account my participation in a campaign against the two most likely candidates for the Mayor’s office in 2012; Mr. Kenoi and Dominic Yagong. From my perspective, I sought to determine whether I could survive the primary election, i.e. be one of the two candidates involved in a runoff in November 2012. My objective has always been not merely to run for office – I don’t obtain much satisfaction from merely seeing my name in the papers. My goal in campaigning would be to have a reasonable chance to win and thereby make a difference.

My analysis, some of which relied on a professional survey, provided me with inconclusive results. After further discussion with my wife, who is always involved in decisions of this nature, I have decided I will not seek the office of Mayor next year. I am undecided if I will consider any other political office at this time, but unless the “candidate landscape” for the Mayor’s office changes significantly, I will not be a participant in that race.

One of the most rewarding aspects of being in public office at any level is the opportunity to meet and work with interesting and talented personalities. I have been honored to have had that opportunity while serving as Councilman. It truly makes a sometimes frustrating experience worthwhile. To those individuals island-wide, who have urged me to run for Mayor, and/or who have simply encouraged me to continue my advocacy for resolving some of the contentious issues facing our County, I can only extend thanks and deep appreciation. You have made this effort exciting.

As we look ahead, I urge all to continue to support candidates in next year’s elections who are able to distinguish between narrow political objectives and the best interest of the residents of our island. I am committed to evaluate my choices on that basis. Meanwhile, I will continue to work hard to bring positive change and effective government to our County and encourage all to support those efforts. Thank you again for allowing me the chance to serve and try and make positive changes for our County.


Saddle Road Bid Solicitation Update

Eight contractors bid on the latest Saddle Road phase. Goodfellow Brothers was the lowest Schedule A bidder – 16.4 million dollars (3.9 miles of earthwork). Kirkland Construction of Colorado was the lowest Schedule B bidder – 26.2 million dollars (6.0 miles of earthwork).

The CFLHD will likely award this project to Goodfellow Brothers. GBI is the lowest Schedule A bidder. In addition, their bid is less than the allocated funding for this phase. However, I’ve inquired with the CFLHD and the HDOT to see if they secured additional funding.


Political Gridlock Has Pushed The United States To The Brink Of Financial Meltdown

I know national politics isn’t something I normally blog about. However, the impending U.S debt default has worldwide implications. So, I couldn’t remain silent on this explosive issue as the clock ticks down to the debt ceiling deadline.

Political gridlock in Washington D.C has pushed the United States to the brink of a financial meltdown. Democrats, Republicans, President Obama, and the Tea Party are equally culpable for this mess. These individuals need to quickly learn the art of compromise. Each party needs to forsake partisan politics and work together for the betterment of the county. The United States’s triple-a credit rating is at risk if they can’t work together to craft a long-term solution.

Pier One Imports is planning to open a new store at Kona Coast Shopping Center in early 2012.

Target recently opened a new store in Hilo. Several individuals in my Facebook feed have openly criticized the opening of the Hilo Target. I believe it’s too late turn back the clock. The Hilo Target is open for business. We might as well embrace that fact and help them be successful. They hired 300 people in this tough economy after all.

The mid-level road contractor had to delay the utility trenching by Kamaka’eha Avenue. CTS Earthmoving has to complete additional repair work up by the Henry Street intersection before they move on.

I’m planning to speak to the project manager next week about this utility trenching and getting Hawaiian Telcom’s updated pole relocation schedule.

Lastly, the management of the Kona Village resort recently reaffirmed their desire to re-open this unique destination.


Palamanui College Campus Update

Nan Inc./CTS Earthmoving Inc. decided to delay paving Palani Road until December. This is the worst possible time to do paving. The Christmas shopping season is the busiest time of the year. The contractor could start paving the less trafficked Kealakehe Parkway to Kealakehe High School and Kealakehe High School to Henry Street intersection segments instead. It will likely take one or two weeks to complete the paving and about 15 days to let the concrete cure. So, these roadway segments will likely take about a month to complete. This would take us to January 2012. January is a far more palatable time to start concrete paving on Palani versus December.

I’ve already expressed my concerns to the contractor and the county regarding this issue.

The contractor is slated to resurface the Henry Street/Palani Road intersection (with asphalt) after the concrete paving is completed.

The National Park Service, FHWA and the DOT is still working on a memorandum of agreement to address the archaeological site (by Kaloko-Honokohau National Park) near the Queen Kaahumanu Highway widening project.

I’m cautiously optimistic the Queen Kaahumanu Highway widening project may begin in September (or sooner).

Lastly, John Morton, Vice President for Community Colleges-University of Hawaii, e-mailed me this update regarding the Palamanui College Campus.

“Aaron,

We have worked with the architect to speed up and complete designs for the first two buildings. This includes obtaining necessary permits. If all goes well we should have those permits and begin construction this fall or early 2012 at the latest.”


Feedback From The Kona Blog Readership

A troubling pattern has reared its ugly head since my last blog improvement survey. The daily page views of this blog have fallen off the cliff since that time. So, I apparently alienated a large chunk of my readership in the process.

Please drop me an e-mail, or submit a comment and let me know your thoughts. I’d like to know conclusively why this is happening. This feedback would give me a better idea if I should continue to blog.

Road Runner Speed Increase Update

Oceanic Time Warner Cable has slightly delayed the availability of Road Runner Extreme (30Mbps/5Mbps) and speed increases to the Standard and Turbo Tiers (from 5Mbps to 10Mbps and 8Mbps to 15Mbps) until August 15th (This applies to Big Island customers only).

I upgraded my Road Runner service to the Turbo tier (Currently 8Mbps/1Mbps-soon 15Mbps/1Mbps) in preparation for this upgrade on Friday.

The manager overseeing the La’aloa Avenue Extension project e-mailed me this update:

“The project is still at the property acquisition stage. The Land Management and Corporation Counsel is working with the property owners to seek an agreement.”

I’ve reviewed the newest Saddle Road bid solicitation. The solicitation is broken down into three sub components:

Schedule A: The earthwork for the first 3.9 miles (out of ten miles) would be completed
Schedule B: The earthwork for the first 6.0 miles would be completed
Option X: Option X would complete the earthwork for the balance of the project (if the CFLHD/HDOT is able to secure the additional funding within 180 days from contract award)

I asked the CFLHD where construction may begin. The winning contractor will have the discretion where to start. However, it is likely they’ll begin up by m.m 41 and head makai.

Lastly, the county still expects to advertise the Kaiminani Drive reconstruction project in late 2011.
