		<description><![CDATA[According to HVROA, an audit to discover tax-evading vacation rentals was done by the State after some people raised this same accusation in 2007. The result was they learned that the vast majority of vacation rental owners were paying their taxes. You cannot make claims without evidence, and I wonder where you get your numbers from, these multi-million dollar figures of lost tax money to the State? It is a scare tactic on the part of real estate management companies because they are losing market share to the actual owners of the property, who have found a cheaper way to manage them. Your fees are somewhere between 28 to 40% of the rental rate, an exorbitant commission for any owner to pay.

And why have no nonconforming use certificates been granted by Honolulu since 1989? How can a vacation rental owner obtain one so that he can conduct his business legally? The market has changed considerably since 1989 when areas like Kailua were sleepy towns, and the law needs to be updated. 

B&amp;B and other vacation rental owners have been crying out for a legal permit process to be established with reasonable regulations so that they can conduct business where the tourist consumer wants to stay, and they DO pay their TAT and GE tax.
